Can 15 Minutes Change Your Rising Sign?

Yes, 15 minutes can change your rising sign if the ascendant crosses a sign boundary during that interval. It can also leave the sign unchanged while changing its degree. There is no universal safe margin that works for every date, location and birth time.
A worked example, not a rule for everyone
For a synthetic birth on June 15, 1990 in Paris at coordinates 48.8566, 2.3522, The Rising's engine returns Leo at 11:30 local time and Virgo at 11:45. At 12:00 and 12:15 it returns Virgo in both cases, but at different degrees. The full inputs and outputs are published in our calculation reference.

How to check your own uncertainty window
Use the same birth date and city for each calculation. Enter the earliest plausible local time, record the sign and degree, then repeat at the latest plausible time. For a wider window, sample intermediate times as well. Do not assume that matching endpoints establish every detail of the chart.
For a recollection such as around noon, decide what that actually means before calculating: five minutes, half an hour or several hours. Preserve that range rather than choosing the result whose personality description feels most flattering.
What a precise-looking degree does not tell you
A calculator can display a degree to two decimal places even when the original time was rounded. Numerical precision in the output does not create accuracy in the source record. Birth certificates and hospital records may also contain recording or transcription errors.
